The Consumer Directed Services Program (CDS) is a Missouri HealthNet program for Medicaid recipients. If you are a Medicaid recipient, and are in need of assistance in the home, this program gives you an alternative way to receive home care services.
CDS puts you in charge of your care. Rather than using an outside home health care agency, you can direct your own care. You do all the recruiting, hiring, training and scheduling.
Who is Eligible for CDS?
Medicaid eligible (MO HealthNet eligible).
18 years of age or older.
Able to direct their own care.
Capable of living independently with the services of CDS.
Require assistance with activities of daily living or skilled care.
Be "self-directing" and able to make decisions on your own, or have an advocate who makes decisions on your behalf.
What are the benefits of CDS?
CDS puts you in control of your own home care. You designate the person you trust to be your caregiver.
You do not have to hire a caregiver through a home care agency. You can hire a friend or family member.
CDS allows you to compensate friends and family members for the time they spend as your caregiver.
Who pays for CDS? What are the costs?
MO HealthNet (Medicaid) pays for the CDS program.
There are no costs to enroll.
It’ is free to participate in the CDS program.
Who can I hire to be my caregiver and personal assistant?
You can hire family members, friends, neighbors, anyone who you trust to provide support and care.
You cannot hire your spouse.

Errand transportation (shopping, paying bills/banking, picking up medication)
Medical transportation
How much do personal care attendants get paid?
All personal care attendants are paid $12 per hour.
