Consumer Directed Services in Missouri

A Better Life Health Care Network provides Consumer Directed Services (CDS) to individuals with disabilities and/or other medical needs at zero cost to the individual. We're here to assist you from start to finish, so that you receive the care you or your loved one deserves. Below you'll find more information on who qualifies for the program, how it works and the types of services given by a personal care assistant (PCA). What is CDS?

CDS is a Medicaid based program that is designed to assist individuals with disabilities and/or other medical needs. Through the program they receive a personal care attendant (PCA) to help them live safely and comfortably in the home setting of their choice. To qualify for consumer directed services, a person must be: 
  • Medicaid eligible (MO HealthNet eligible) 
  • 18 years of age or older 
  • Able to direct their own care 
  • Be physically disabled and/or have medical needs 
  • Capable of living independently with the services of CDS 
  • Require at least a nursing facility level of care

Services received through CDS

CDS provides people with disabilities and/or medical needs with assistance in the following areas: 
  • Bathing 
  • Dressing 
  • Grooming 
  • Toileting 
  • Ostomy/colostomy hygiene 
  • Obtaining medication 
  • Transferring 
  • Range of motion 
  • Meal preparation/feeding/cleanup 
  • Housekeeping/laundry 
  • Errand transportation (shopping, paying bills/banking, picking up medication) 
  • Medical transportation 
Participants may qualify for some or all of these services. 

How it works

The CDS program is funded by MO HealthNet (Medicaid) and is a consumer-managed program. That means that the participant acts as the employer of the PCA. This person can be anyone of your choice, as long as it is not a spouse or anyone under the age of 18. You can hire up to four personal care attendants.

Services through private pay 

Companion Care
This focuses primarily on the client and his or her social needs. Companions offer a wide range of services to clients, including:

• Provide companionship, socialization, communication
• Stabilize when walking by holding arm or hand
• Report unusual incidents or changes in behavior
• Accompany to appointments and/or errands
• Perform basic grooming/cosmetic assistance (brushing hair, assisting with make up, filing/polishing nails, etc.
• Perform light household tasks (meal/preparation, laundry, straighten living areas, etc.)

Personal Care Attendant & Home Health Aide 
This focuses primarily on the client and his or her personal needs. Personal Care is provided by a Certified Nursing Assistant or Home Health Aide who can do everything ordered by a Companion plus:

• Assist with “hands on” care, including bathing, dressing, skin, mouth and hair care
• Measure temperature, pulse, respiration, blood pressure, intake and output of fluids (if necessary)
• Assist with prescribed range of motion (ROM) exercises
• Assist with prescribed ice cap or collar
• Assist with the use of ambulation devices (wheelchair, walker, etc.)
• Assist with the change of colostomy bag, reinforcement of dressing, etc.

Skilled Nursing Care
This focuses primarily on the client and his or her medical needs. Skilled Nursing Care is provided by an RN or LPN who can do everything offered by a CNA/HHA or Companion plus:

• Provide wound care (including dressing changes)
• Administer tube feedings and/or high-tech intravenous therapy
• Administer and manage medications
• Maintain medical plans
• Provide other nursing care as prescribed by a physician
• Perform a Client Care Conference (assess, review, and discuss client’s plan of care and answer any questions the client or family may have)

For the client’s convenience A Better Life Health Care's Private Care offers Homemaking referrals, as well. Homemakers focus primarily on household duties in the client’s residence and help maintain the home in an optimum state of cleanliness and safety by providing assistance with
the following:

• Sweeping, vacuuming and/or mopping floors
• Cleaning out cupboards, stoves, refrigerators, freezers
• Dusting furniture; cleaning blinds, windows
• Cleaning mirrors, sinks, toilets, showers, tubs
• Washing, drying, ironing, folding and putting away clothes and linens
• Performing other cleaning tasks as requested by client
